Project Cost Baseline
The project cost baseline organizes the work of a project team and makes it easier to check owners, dates, statuses and decisions. Baseline budget and approved changes for tracking cost variance A separate filled example demonstrates the intended structure.
Template purpose
The project cost baseline organizes work in a consistent project structure. Baseline budget and approved changes for tracking cost variance Use it for ongoing review, ownership and follow-up, not just as a one-off form.
Keep approved changes separate from the original baseline; actual-cost variance must be considered against work completed. For operational use, assign accountability for maintaining the register and reviewing current records.
- Capture concrete management decisions.
- Assign owners for ongoing updates.
Worksheets and fields
The document is based on these sections: Overview, Cost Baseline, Change Requests, Dashboard. The working fields include ID, Phase, Cost Category, Owner, Original Baseline, Approved Changes, Revised Baseline, Actual, Actual Variance, Status. They reflect the actual output specification and are intended for project-specific data.
The overview records the project, manager and date. Status, date and outcome fields should be maintained per individual item instead of replacing evidence with generic check marks.
- Complete the overview first.
- Use consistent status values.
- Check dates and accountable owners.
Worked example
The filled example uses the project "Horizon ERP Implementation". The first entry CB-01 includes Phase: Design; Cost Category: Contractors; Owner: Anna; Original Baseline: 2400000. These illustrate the level of detail needed to verify project progress.
Another example row uses Phase: Implementation; Cost Category: Licenses; Owner: Michael. Comparing rows helps distinguish owners, priorities, supporting evidence and follow-up actions without changing the data structure.
- Do not copy example data into a real project.
- Enter information that can be verified.
Formulas and calculation limits
The XLSX output includes calculated fields Approved Changes, Revised Baseline, Actual Variance. Summary counts use Excel COUNTIF; calculations update when the workbook is recalculated.
Keep approved changes separate from the original baseline; actual-cost variance must be considered against work completed. A calculated field never proves that source data are complete and does not replace professional review.
- Validate inputs before use.
- Do not treat formulas as automatic approval.
Practical review workflow
Create project records, assign owners and establish an update cadence. At each review, surface open items, overdue checks and matters requiring a management decision.
Avoid missing owners, inconsistent status labels and entries marked complete without evidence. Preserve approved changes and supporting records separately from the example.
- Update records regularly.
- Verify completion with evidence.
Included files and supported formats
The bundle includes XLSX, DOCX, PDF in Russian and English. Every available format has an independent blank version and a filled example, making it possible to learn the structure without altering live records.
Excel supports ongoing data updates and recalculation. DOCX is editable in Word, but numbers changed in Word are not recalculated using Excel formulas. PDF is a fixed snapshot for review, sign-off or archiving.
- Blank and example files are separate.
- Choose the format appropriate to the task.
